Title:

Making Better out of Technologies: Responses of Interpares to Digital Records Management Challenges

Abstract: The challenges presented to records and archival professionals by digital records have been extensively researched since the early 1990s. The InterPARES project is one of these early efforts. It progresses along with the evolution of information technologies in the past 20 years of its four phases, and continues to update, enhance and extend its professional knowledge and expertise today. This paper, by setting InterPARES as an example, offers a view on how traditional discipline response to and evolves with the rapidly changing technologies. The project’s theoretical foundation and methodological design is first briefly introduced. The main part then elaborates on its research path and contributions via a thread that links the development of digital technologies, their impacts on the management of digital records, and the corresponding responses from the InterPARES project. The paper concludes with a set of meaningful insights drawn from the research experience of the InterPARES project.

Title:

Comparing China’s Self-image and Western Media Projected Image: From the Perspective of Davos Forum

Abstract: This paper is an attempt to assist the national image studies with text summarization techniques. Based on the collected western news and Chinese speeches in the context of Davos Forum, this paper aims to provide evidence in a specific context to understand the national image building. Specifically, the paper examines the discrepancies between the self-image and the media projected image, as well as the trend, and the images are compared by countries and newspapers. Discrepancies are found and they are not vanishing in the past years. A positive signal is found in 2017, which has implications for the national image building of China. Besides these findings, this paper also offers a framework of computing the national image with text.

Title:

Overview of the Balancing Pervasive Information Systems Project and a Call for Research Collaborations

Abstract: The Research on Balancing Theories and Mechanisms to Pervasive Information Systems (B2P) is one of the component studies of the Records-centered Digital Information Management Theory and Mechanisms (DI{R}Mtm) Project, which aims pointedly at synchronizing records/information related research interests with the evolution of information technologies and their joint impact on society. Due to the breakthroughs in cloud computing, big data, the Internet of Things and artificial intelligence, ubiquitous/pervasive computing, conceived in 1988, has now been rapidly advanced. As its materialization in organizations, pervasive information systems (PISs) converges information technologies, data, digital operations and human actors and functions as the main channel for digital decisions. Digital decisions, therefore, are autonomous, algorithmic and penetrating, possessing influential abilities that are much greater than any single technology in human history, including the Internet. Such abilities make it a strong force for societal advancement, yet, at the same time, a potential hurdle – even harm – for decision recipients who are unaware of the decision-making methods. The B2P study is conceived as a reaction to this phenomenon. This paper gives an overview of the B2P study and calls for collaborations among researchers from the various fields relevant to the aims of the study, i.e., archival science, records management, information science, pubic administration, law, social sciences, and computer sciences.

Title:

Study on Relationships between Government Integrity and Digital Records Management: A Chinese Case

Abstract: As one of new movements in China, government integrity plays an indispensable role in building a trustworthy government. China’s national policy – Guiding Opinions of the State Council on Strengthening the Government Integrity Construction stipulated the specific requirements and indicates an obvious tie between records and government integrity. This research aims at exploring the relationship between government integrity and digital records management by analyzing related policies collected from national level and provincial level, with an analytical framework constructed by the Records-Centered Digital Information Management Theory and Mechanisms (DI{R}Mtm). The finding shows that though records are generated, received, transmitted and used in almost every activity in constructing government integrity, records management is absent in supporting its general and specific goals. This research is expected to be informative to policymakers with respect to digital records management in constructing government integrity.

Title:

A Web Application Path Analysis through Server Logs

Abstract: Web server logs contain certain information about accessing web pages. When this information is analysed using data mining methods, information about users' web page visiting habit, frequency and behaviour can be obtained. This allows us to improve service quality by measuring the usability and performance of web applications. The most important advantage of the remote usability evaluation method with server logs is that it is implemented without any communication with the user. While the user is using the system in a routine and natural environment, it is possible to access real user activity information with recorded logs. Users visit the web application one or more times. The web page calls during each visit bring up a session. User sessions must be distinguished to determine the route that users follow when using a web application. For this purpose, log records were processed through the following steps; Data Cleaning, Page Address Coding, Session Detection and Specification of all URL sequences in this research. There are 3 methods in the literature to distinguish the sessions from each other. The start of the sessions can be determined according to the total duration of the session, the time spent on the page, and the page source (Spiliopoulou et al., 2003). This research was based on total session duration, and the page calls made by the user in 10 minutes and 15 minutes were considered as a session. Hacettepe University Electronic Document Management System’s (EDMS) 16 million access logs were pre - processed and analysed to obtain system usage data. The research revealed weaknesses of the EDMS web pages in terms of usability via path frequency analysis.

Access to Government Information: Case Study in Malaysia

Abstract: Providing access to government information will increase transparency, accountability and public confidence in the government. The right to acquire information will foster a better understanding of the decisions made by the government, increase citizen participation in the political process, and increase government efficiency. This study aims to determine the level of citizen’s access to government information that is available through the official government open data portal and to propose a framework of access to gov-information. The objectives of this study are to identify factors that influenced the information access and follow by a development of the framework. A survey method by means of questionnaires was used to collect data. The questionnaires were distributed to twenty-one respondents in twenty-one ministries in Putrajaya. The study found that three factors are highly influenced (based on statistical score) which are the top management commitment; knowledge and information classification. The other three are averagely influenced which are the network; portal development and information access. The study develops a framework for access to government information by categorising all the identified factors into three basic components which are Information Society, Transparent Government, Access to Government Information. The findings could help the government to prepare plans and improve access to government information thus upholding government transparency and accountability.

Abstract: The implementation of cloud computing in the context of health information provides a hardware independent manner of accessing, sharing data, streamlining costs and optimizing efficiency. Despite the benefits provided by cloud computing, the process of migrating from a health care IT system remains slow and subject to privacy and security challenges. In this paper we explore the levels of protection in using the clod in health sector under Islamic law and Saudi legislation.
